THE POSITION
Health and Human Services is seeking a hardworking individual to supervise a staff of professional, para-professional and clerical employees engaged in a full range of human resource programs, to include: Labor Relations, Timekeeping and complement control. DESCRIPTION OF WORK
In this position you will act in an advisory role in support of human resource functions, work to analyze problems, and provide technical HR support to department heads and staff at all levels; ensure use of streamlined processes to provide efficient customer service and maintain cohesive working relationships with all levels of staff and management within the agency.
You will also be responsible for interpretation of State and Federal Laws, policy and procedure administered by GOA, SCSC and the Dept. of Human Services and CBA/Memorandum of Understanding; apply relevant policies, laws appropriately seeking guidance from executive staff and/or central office HR staff as needed.
You will be working closely with facility labor relations coordinators (LRC) to ensure high levels of activity result in consistent investigative actions and follow through with agency discipline processes; provide technical support to LRCs, supervisors/managers regarding disciplinary actions and labor relations issues; interpret union contracts, explain policy, provide guidance about the investigatory and disciplinary process and make recommendations for appropriate levels of employee discipline. This position works on behalf of management and participates, as needed, in LM/M&D/1st step meetings. You will serve as a liaison for local management and agency Labor Relations Section regarding all labor relations issues.

Work Schedule and Additional Information:
- Full-time employment.
- Work hours are 8:00 am to 4:00 pm, Monday – Friday, with 30-minute lunch.
- Telework: You may be expected to work from home (telework) part-time. You must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office in Norristown.
- Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:
- One year of experience as a Human Resource Analyst 3, a Field Human Resource Officer 2, or a Human Resource Director 1; Or
- Four years of professional human resource experience which included one year of supervisory experience, and a bachelor’s degree; Or
- An equivalent combination of experience and training.

Legal Requirements:
- A conditional offer of employment will require submission of criminal history report.
- This position falls under the provisions of the Older Adult Protective Services Act.
