At Te Tāhuhu o te Mātauranga | Ministry of Education, we work to provide services and support nationally, regionally and locally to the education sector, and in some cases, directly to ākonga and whānau.
We help shape the policies, settings and performance of the education system for early learning, schooling and tertiary. We do this by building relationships and understanding the needs of those who receive our services.

About our group and team
The Secondary Tertiary team sits within the Te Poutāhū group and covers the transition from senior secondary through to tertiary and employment.
Te Poutāhū works to make learning and teaching relevant, real and valued. We deliver and maintain critical services for the education sector to support responsive learner pathways from early childhood into further education, training, the workforce and society. Te Poutāhū performs a crucial role working between the strategy and policy teams, and the sector facing functions. The Secondary Tertiary team is responsible for operational policy, curriculum and support programmes for Year 11-13 learners, and the secondary-tertiary interface. This includes senior secondary curriculum, NCEA (including the ongoing NCEA Review and preparing for the Review of Achievement Standards) and secondary-tertiary programmes.
Mō tēnei tūranga | About this role
The Manager, NCEA Production House is responsible for a team of talented Technical Writers, who are responsible for drafting high quality products to support the delivery of the strengthened National Certificate of Educational Achievement (NCEA).

NCEA products are a key part of New Zealand’s world class education system, and through the NCEA Change Programme, the Ministry of Education is redeveloping these to ensure they provide mana ōrite mo te mātauranga Māori, are richer and more coherent packages of learning and assessment and enable equity and access for all learners. The objective of this project is to improve the educational outcomes of all students/ākonga and support the Government’s policies in this area and the overall Education Work Programme.
The Production House Manager will oversee high quality learning and assessment design and content production processes, as well as provide strategic advice and thought leadership to support the NCEA Change Programme and in particular, the Review of Achievement Standards (RAS) project.
The Ministry delivery model for NCEA products relies on external Subject Expert Groups (comprising individuals from the senior secondary teaching profession, industry and tertiary). This means that the Manager needs to be comfortable leading a team able to navigate the complexity, ambiguity and transformative potential of genuine co-design, while still producing products that are clear, coherent, accessible, and credible.
The Manager, NCEA Production House is responsible for ensuring the wellbeing of all staff and contributors to the wider RAS project teams.
Mōhou ake | About you
You will have the knowledge, skills and capability to:
- Provide strategic advice to internal teams on engaging with external stakeholders and internal subject matter experts in co-design and applying the principles of human centric design, Universal Design for Learning, and effective writing for a predominantly web audience.
- Have a coherent understanding of those using the deliverables produced, so that products speak to and represent all who access NCEA across Aotearoa and the pacific, in particular Māori and Pacific peoples.
- Continue to foster an effective team by supporting a working environment within the team that encourages high performance, engagement, collaboration across and between project teams, knowledge sharing, ongoing learning, creativity and innovation.
- Identify challenges systematically to enhance the efficiency and effectiveness of operations, work deliverables and quality management.
- Engage with education sector stakeholders including school leaders, teachers, tertiary providers and wider communities in relation to the NCEA Change Programme and/or the wider work of Secondary Tertiary and the Ministry.
- Understand and applies appropriately Te Tiriti o Waitangi to their work.
