Here in Te Tairawhiti, the Gisborne District Council are committed to achieving outcomes within our local community. Including the precious taonga of rivers, soils, air, coast and biodiversity for health, wellbeing, and connectivity. To ensure these outcomes are successfully met, they are seeking their next Team Leader of District Consents to lead operations within its Consents Team. 

The Consents Team provides guidance and advice on resource consenting matters to stakeholders including the community, resource consent applicants, resource consent holders, interested or affected parties and to other Gisborne District Council staff. The team is responsible for establishing and applying procedures for receiving, processing, and managing resource consent applications.

As the Team Leader District Consents you will be an integral part of the consents planning team, working alongside the Consents Manager to ensure the team has the knowledge, tools, and resources to contribute to the sustainable management of natural and physical resources. Planning expertise (LIMS, NPS and NES), oversight of processing consents and management of activities, relationship management (internal and external) will be some of the core responsibilities within the role of Team Leader District Consents. Essential skills needed to fulfill the role include:

  • 5+ years’ experience working with the RMA and within a Consents or related role 
  • Degree level qualification in planning, resource management, science or equivalent 
  • Excellent written and oral communication skills 
  • Time and project management skills 
  • Skilled and confident with Microsoft Windows (Word, Excel, Email etc.)
  • Current knowledge of resource management planning, practice, and legislation
  • Experience in reporting to Council Committees
  • Full New Zealand driver’s license 
  • Knowledge and understanding of the Treaty of Waitangi 
  • Experience in a Planning officer role at notified hearings and Environment Court

Desirable skills include:

  • Knowledge of the interaction between the Building Act, LGOIMA and the RMA
  • Experience with mapping software and the interpretation of digital planning overlay
  • Demonstrated skills leading a team or managing staff
